Introduction

In this assessment an evaluation program will be conducted on the training and development of academic skills of an individual. Program evaluation is a kind of method which is concerned with the process of collecting, processing and analysing data and information about a particular project or policy of an organisation. Program Evaluation deals with providing a coherent theme and description of the information that is collected for evaluating the policy or a particular program plan. This particular assignment is based on the evaluation of academic skills of an individual. This means it would provide basic structure to the understanding of program evaluation of academic skills. It is important to understand that the report will highlight various program evaluation methods and approaches that would be appropriate for proper assessment of the plan. The program evaluation of different tasks and activities of the program plan that is underway requires the Formative Method to evaluate the program.

Identification of Key Issues

Identification of the issues and problems encountered towards achieving the goals and objectives of the program plan would be evaluated with the Formative method of evaluation. The formative method of evaluation would be highly productive in proper development of the plan. The program development plan is about evaluating the process of employee and staff training to improve their efficiency in the organisation (Newcomer, Hatry & Wholey, 2015). It is important to note that the method concerning formative method is used to understand the development and ongoing process of the plan.

In the ongoing process of the plan of developing and improving the skills of the concerned individual, formative method of evaluation will be effective in churning out different strategies to counter the several issues encountered. In the evaluation a proper training session would address the notion of academic skills of an individual. A formative approach would be taken in order to gain possible insights into several variables of the assignment. Academic skills are important to excel in future path and career for the individual. The key issue here is that it cannot identify different stages of the academic skills that are required to assess the program of academic skill development. It is important to understand that a lot of individuals are facing difficulties in identifying the key areas of change (Posavac, 2015).  The major issue with training and development of the individual is the adaptation to change. There are different types of changing habits and evaluation of the strategic plan highlighted that the individual faced difficulties in coping with changing habits.

These issues have risen from the ongoing process of program planning of the organisation. Formative method would be influential in dealing with the issues and difficulties of the employees in managing the program plan. The program evaluation of academic skill development would identify different stages of requirements such as management skills, educative skills and learning process of the individuals. This would also highlight various factors of identification of key general knowledge of the candidate on whom academic skills are evaluated. The program would be based upon proper structuring of the values of the individuals.   

Process of the method

The Formative method would be influential in identifying several strategies in the plan. There is several processes which is concerned with the plan. Formative evaluation can be conducted with different types of approaches. These are as follows;

Concentrating on the changing process and examination of the plan

It is important to focus on this particular process of the evaluation which is concerned with proper assessment of the plan. The plan to train the individual can be properly evaluating of different activities of the plan. The individual training plan for development of skills will be assessed in order to provide different guidance in academic skills and knowledge for the candidate that is evaluated.  It is important to note that the evaluation step in this method monitors the changes that take place due to the plan (Spaulding, 2014). It would identify clear points and areas where the individual would encounter different problems and issues regarding the plan. As the changes occur, the evaluation process would be influential in pointing out various changes that have been affected.

Provide Timely feedback

The second step or process of the evaluation method concerns with providing timely feedback for the plans and activities of the process to the candidate that is developing their academic skills on daily process. The second step of the process is providing the feedback for different actions that are ongoing in the program plan. This process in the evaluation plan provides insights on the performance of the plan and measures the effectiveness as well. It is helpful to address the plan as a method to understand lack of academic skills. This is a factor of understanding various kind of allowance that is guided by the concerned individual while developing required academic training.  

Allowing necessary changes to be made        

This is the final step in the process of formative method. The formative method is concerned with three steps and the last step is to add necessary changes and developing strategies that would be influential in keeping the plan of effective (Chen, 2014). This is the final step of formative method of evaluation which highlights possible outcomes of evaluation program. It is important to understand that the necessary changes in the organisation is implemented or affected by evaluation of the program efficiently.

Evaluation Approach

The evaluation approach is an important aspect of program evaluation. It is important to highlight that there are different approaches of program evaluation which are influential in the assessment of the plans of the organisation. This method of program evaluation is most effective when the design of the program plan has been generated (Grembowski, 2015). As the program evaluation is a concept evaluation of the process for the planning and processing of training and development of skills for the staff, it is important to note that there are several approaches that can be used to involve relevant people. The process of evaluation and approach that is going to be taken for the formative evaluation is going to be qualitative method of inquiry.

Concept of Qualitative Inquiry

This particular approach of Qualitative Inquiry aims at asking questions that are open ended. The approach will be influential in dealing with several stakeholders of the organisation. It is a significant part in the evaluation process and approach. The approach would be influencing stakeholders and would allow them to take part in the process. Qualitative Inquiry is generally based on asking questions which will be directed towards the candidate.

The stakeholders are important part of the business organisation which is why they need to be involved in the process of evaluation. The stakeholders are the program developers who are concerned with the project and are generating academic values for the candidates. The evaluation process is an important part in the organisation’s business process (Mittelstadt & Floridi, 2016). There is a definitive activity regarding different activities of the evaluation process that would be beneficial with inclusion of the stakeholders. The approach of Qualitative Inquiry would provide perceptions of the employees as well as the stakeholders on the things and processes that would be beneficial for the organisation and the concerned program plan.

Behavioural Approach

The approach is focused on changing behaviours of various employees and staff members. It is an important factor in evaluation through formative method. The method is concerned with different approaches of employees and stakeholders. On proper evaluation of different strategies and designs of the plans, the behavioural aspect of participants in qualitative inquiry would be important to manage the flow of work and process of evaluation. This particular approach Formative Evaluation captures meaningful interaction through interviews and discussions to gain insights on the behaviours of the participant in evaluating process (Flagg, 2013). Changing of behaviours and habits are significant indicators to process of the method. There is an important notion about the change of process and behaviours which is influential in creating strategies for the plan of organisation.     

Process of Concerned Inquiry

The inquiry is a qualitative one which would be involves participation from different people within the organisation. Proper evaluation in the concerned method of Formative Evaluation would include the approach of interactive interactions. In the qualitative inquiry of the individual would be providing a structure of the issues identified by formative evaluation process. Formative evaluation process would include several interactions to redesign the program plan (Bechar & Mero-Jaffe, 2014). The evaluator is a key figure in this particular process. It is important to highlight that evaluating is done by a person who keeps maintains a project diary. This project diary would be influential in keeping that particular person informed about various opportunities and results of program plan. Qualitative interview with the individual about his or her progress will be influential in this section.  

Key roles of Evaluator

An evaluator is the person who is responsible for structuring evaluation process. These responsibilities are important indicators that would be influential in changing various actions required for proper evaluation of activities and plans of the organisation. There are different types of key areas an evaluator must oversee which are concerned with proper mitigation of different roles and responsibilities.

Key Roles

1.It is the duty of evaluators to understand various desires and demands of key stakeholders of organisation. Organisational functions and performances are important part which is to be evaluated in the section of plan. Interaction with stakeholders are important duties for evaluators as it provides knowledge of data needs, production needs and concerns regarding plans and process of organisation that the stakeholders are funding (Lacouture et al. 2015).

2.Researching various technicalities of project and plan to gain insights on related topics. It is important to note that evaluators are in charge of technical process of evaluation.

3.Reporting about different process and activities of the plan is a major part in daily routine of an evaluator. It is the duty of evaluator to have sufficient data and information regarding plans and process which would benefit the organisation.

4.Engaging stakeholders of organisation is an important action performed by evaluators. This action is performed by evaluator once data and information have been gathered through evaluation process. Data interpretation is done by stakeholders after engaging them in sufficient meeting regarding evaluation process of plans and programs.

Responsibilities

It is an important responsibility on an evaluator’s part to maintain ethical functions and duties. An evaluator needs to function in a proper manner and deal with process evaluation process effectively. It is important to understand that an evaluator is also liable to perform in an ethical obligation for the concerned organisation. It is a significant duty of an evaluator to ethically inform about progress of the group and development of skills of employees and staff members. This responsible function is maintaining a definitive style of management which is concerned with effective operation of proposed program plan (Morse, 2016). There is also an implication of evaluator’s role which is based on researching elements of plans. This particular notion states that an evaluator’s research must not harm participants involved within the plan and process of organisation. Ethical behaviour is must on the part of evaluator which is an effective process.

In this particular project the responsibility of the evaluator would be to conduct thorough process of academic training skills and values. The evaluator would be responsible for providing time to time reminder to the candidates about how to progress towards their goals and objectives as well as helping them in creating new goals and overcome the challenges in skill development.

Ethical Issues of Program Evaluation

Ethical problems and issues in program evaluation are concerned with voluntary participation of employees and participants in evaluation process. Issues related to program evaluation are concerned with the following;

Confidentiality

There are different ethical issues regarding program evaluation and confidentiality is one of them. It is focused with protecting the confirmation of reports and information from other employees and staff members of programming plan.

Harm

There is a notion program evaluation that evaluation process could harm sentiments of individuals. It has to be mentioned that program evaluation often breaches the line of personal data and information with publicised data and information (Nkwake & Morrow, 2016). Personal data and information should not be made public. Evaluation process that generates personal data and facts about individuals must not be used in a manner that could harm employees and other participants involved in program planning and evaluation method.  

Informing participants about their consent

Participants should be informed about evaluation process that will be undertaken. It is an ethical duty of an evaluator to inform the participants about evaluation. Evaluation without consent can affect relationship and bond within the organisation which might put management in trouble. The individual need to be willing to participant and present their consent is needed whether the individuals would be participating or not. The ethical perspective in this project would be not to hurt the sentiments of the candidates that are being evaluated about their academic skills.

Assessing relevant information and data

It is an active role of the evaluator to use only relevant information and data. The data here would be the academic sheet that would present skills developed through the evaluation. Proper evaluation of these skills will be done and those skills that are lacking would be influential in creating future goals and objectives. These data would be influential managing different process of evaluation. Formative method of evaluation looks at engaging in a qualitative inquiry. It would be influential on the part of evaluator to engage in collecting information and data about only relevant parts of program which is influential in effective evaluation process (Hall, Freeman & Roulston, 2014). There are a lot of data and information which is not relevant for researching. The concerned evaluator must keep that in mind.

Conclusion

In this report, there are several perception of program evaluation has been discussed. Training and development of key academic skills has been evaluated through the program evaluation program. One of the major factors of this particular report hinges on several facts and truths about using evaluation process and effective tool to measure success of program plans and their activities. The report highlights various evaluation process and methods that would be influential in efficient running of plans and programs. Formative Evaluation method is used to analyse different perception of the plan of training developing skills of the concerned individual. Through the process of this evaluation, it is important to note that the evaluator would be influential in achieving the data and information about key skill gained and achieved in the evaluation process.  Concerned evaluation process and technique would be influential in dealing with the stakeholders and engaging them to think clearly and positively about the growth of the program plan. This plan is processed in a Goal Table that highlights impact indicators of the evaluation program. These impact indicators would be influential in gaining information about the progress of the individual as well as the evaluation program.
