In a State Government Agency, where I was initiating its electronic records management system Project, many factors are considered for its ignition. But, things still went wrong as I failed in my duty towards stakeholders. They were not informed and their impact incorporated the project. Project management process groups were also followed by me in the project. I utilize the PMI’s institute as the base for developing the project. Many times, projects are unique, thus the management has to develop its own project guidelines by getting help from PMBOK Guide, and so did I. Initiation of the project consists of recognizing of the project. I understood that it is important to know the key stakeholders and a business case for the initiation of the project. I knew that efforts from the stakeholders would be essential for the completion of the project. I also had a feeling that the project includes several risks factors as there was a lack of interest in various clients. A survey was also developed for the determining the critical features and to review the values of the project. I also have to overlap the issues related to human resources during project execution. I with all pre-planned issues and by overlapping the problems completed the project as planned in their project chart.
The points needed for the initiation and completion of a project were acknowledged. The different methods of project selection have also taken along with the implications of Statement of Work.
The specific projects required the following:
- Access to project management articles and its several tools and templates. Users must be allowed to submit new templates and tools which should be edited by project management office.
- Proper security should be provided to make the entire accessible for all internal consultants.
- Link to up-to-date websites with the main features of the external site should be provided.
- The ability to charge money in order to access some information. Payment option should include a credit card option or online payment transactions.
- Deliverables Schedule: The sponsor would like to see the project completed in four months, and wants to install ERMS to replace docket system in their office. It was done to reduce the office space consumption which was approx. 45000sq. meter and enhancing the transferring of information up to 14000 transactions p.a. The entire project estimated to cost $ 100,000. The capital allocated for the project was $ 1M.
- Period of Performance: The work was started a year ago in the month of February. It was scheduled to get completed by 30th June. The majority of the cost associated with the project was in its internal labor. A total of 80 hours was initiated per week for this project.
Payment schedule as per the milestone achieved. A down payment of about 30% of the total amount was done before starting the work. About 20% of the payment was done within fifteen days of starting the work. Rest of payment was done accordingly the achievement of the task. The payment was fully completed in eight parts.
- Sub-Contractors: There was no sub- contractors involved in this project. The project was fully sponsored to us.
- Representatives: I worked as the Project Manager of this particular project. Other representatives of the project were The Director of the Government Agency. Jessie was representing the project as an Advisor and Michal and Kevin as the team Member.
- Risks and Assumptions: Several Risks were involved in this project. The major risk was lack of interest from the company’s internal and external clients. There were also several technical risks such as choosing a type of software used to search the system and understanding the actual benefit from using that system. Technical issues like security checking, payment process, etc. were also the risk factor involved in the project.
- Stakeholders: Sponsors were the beneficiaries of the project and targets of the efforts conducted by us. So they are the primary stakeholders of this project. Other primary stakeholders were policy makers and the people who efforts to make change in this project.
- Secondary stakeholders were external stakeholders were suppliers, local communities and the government.
- Applicable Standards: The strategic goal of the company is to achieve continuous growth and profitability. The standards were set by taking up PMBOK as guide. Standards were set to manage the relationship with the stakeholders and to manage the development plan for the project.
- Acceptance Criteria: The buyer organization accepted the work as previously specified. If the work is up to standards and fulfills the entire necessary requirement.
- Special Requirements or out of scope items: A special requirement of a feature was used to help build the relationship with the current and future clients.
- Specify any special requirements: All the staffs working on the project were scheduled on the basis of their experience. No special requirement of certification was used in recruiting the employees.
Part B- Project Selection
For every organization, the biggest decision they have to make is always related to Projects Selection. Various factors are to be considered before a Firm actually decides to start a project. The chosen strategy will cast the implementation of project that is to be carried out appropriately.The two most important methods for project selection are Benefit Measurement and Constrained Optimization Method.
Benefit Measurement- this method helps in comparing the values of one project to another. It is grounded on the estimated cash outflow and inflow. Various techniques are used in this method such as Economic Model; Pay-back period, NPV, IRR, etc.
Constrained Optimization Method- this method is used for complex and large projects and has mathematical calculations. Techniques that are used in this method are linear programming, Dynamic Programming, Non-Linear programming, etc. For this Project, I choose this project selection method as it solves all the mathematical problems associated with it.
Impact of not having a business case in Project
A Business Case is required to provide validation for commencing a project. It is necessary to have a business case in every assessment as it portrays the worth of the work. Without it, the company will not be able to get the information required for the project. It includes the benefits that result from the projects. The Cost associated with the projects, arrangement of funding and all other major points are included in Business and corporations.
