Introduction

In this report, we would be scrutinising the decision-making ability of a manager in a certain situation. As well all know, the manager is known as the backbone of any organisation due to their efficient skills and capabilities. There are different roles and responsibilities of a manager in an organisation. Irrespective of the aforementioned qualities the prime functioning of a manager is effective decision making. In the current scenario, the manager of an Australian Pharmaceutical Company is in between a complex situation (Davids, et al. 2013). We would understand the decision-making skill of a manager and also the ethical decision taken by the manager. Further, we would be discussing the importance of decision-making skills in managerial operations.

Body

A manager of an organisation is known as their potential element because of their effective working and efficient skills. There are various roles and responsibilities which are played by a manager in an organisation such as staffing of employees, maintaining effective communication, training of employees, and growing business of the organisation. In addition to this, it is essential for a manager to possess effective decision-making skills for handling and managing the operationsof an organisation. The decision-making by a manager is considered as the essential part of management. The process of decision-making is helpful in analysing different alternatives for a situation which further evaluate the required solution for the situation (Kaner, 2014). The effective decision-making process is of eight steps which should be possessed by the manager and it would further result in gaining high profit and maintaining the credibility of an organisation in the industry.

In the current scenario, an Australian Pharmaceutical Corporation has developed a vaccine which could treat the people in West Africafrom a virus. The vaccine is only tested on chimpanzee and it showcased the positive outcomes but observations on human are still left. The Australian Health Authority has said that it would take ten years to approve for the use of human beings. The health worker in West Africa is requesting the Manager of Corporation to provide the vaccine to them for help in avoiding the future deaths. It has been observed that West Africa is suffering from serious diseases which result in deaths of large number of peoples. Manager of the Corporation is in complex situation as he can’t provide the vaccine to peoples of West Africa without permission of health authorities. The situation could be handled by the Manager after taking a suitable decision.

The manager could utilise the decision-making process eight steps in the current situation. It would be helpful for the organisation in taking suitable decision and situation could handle. In the decision-making process, various possible alternatives would be available for the organisation in which the most suitable alternative to be selected (Proctor, 2014). The manager would effectively utilize the eight-step decision-making process in order to develop decision regarding the request of West Africa health workers. The eight-step decision-making process would be followed effectively in the situation so that suitable decision could be taken by the organisation. 

The decision-making process eight steps have various elements which should be considered while developing decisions. In the first step of a decision-making process, the manager would be identifying the problem efficiently for developing a solution. The current problem in front of Australian Pharmaceutical Corporation’s Manager is at both ethical and legal level. The vaccine developed by the Australian Pharmaceutical Corporation is in under process and it is not available for human beings. The Australian Health Authority has given a ten-year time frame to make the vaccine available for the human use. Irrespective of the legal authorization the health worker from West Africa is requesting for the vaccine to deal with the virus in order to avoid future deaths. The people in West Africa are dying due to the virus and there is an urgency of vaccine.The manager has to take appropriate decision in order to handle the situation (Alfonso, et al. 2011). If the manager provides the vaccine to health worker then it would be legally wrong and if the manager doesn’t provide the vaccine then it would be ethically wrong by not helping the health worker.

Then in the second step of a decision-making process, suitable information would be collected in order to make decision. It is known that the problem of organisation would be affecting the stakeholders' of organisation to a large extent. The manager has a responsibility to gather the information about the influence of situation on the stakeholders. In order to gather the information, different tools and techniques could be utilized but the Check Sheets would be very effective. With help of this tool, the manager would be analysing the influence and its extent on the stakeholders of the organisation. Further, positive and negative situation and several factors would be identified by the Manager of Australian Pharmaceutical Corporation (Armstrong, 2011). In addition to this, the check sheets provide both qualitative and quantitative data which could be used in order to develop further strategies.

The third step of the decision-making process is principles for the development of alternatives. In this step, the manager of organisation would be considering the major aspects which should be considered for the development of alternatives. Initially, the manager would be considering the organisational objectives regarding the business growth and profitability. Further, the legal norms and guidelines of organisation would be considered for developing alternatives. According to the legal norms of Health Authority, the medication which is in testing phase cannot be provided to humans without proper testing.In addition to this, the alternatives should be ethically and legally considered in order to avoid any conflicting situation. Overall, the alternatives should not affect the organisation to any extent and also not impacted the image of an organisation in an industry (Smith, et al. 2012). The Manager of Australian Pharmaceutical Corporation has effectively analysed the situation and consider every aspect for the development of alternatives (Anderson, et al. 2015). There should be more than one alternative so that a different angle could be identified regarding the situation and more effective and potential alternative would be selected.

The fourth step of the decision-making process is brainstorming of the alternatives. The Manager of Australian Pharmaceutical Corporation would be brainstorming the alternatives with the involvement of major stakeholders. The first alternative is a development of vaccine and provides them to the health worker of West Africa. Then the second alternative is working as per the Australian Health Authority and wait for ten years till the vaccine gets consideration by a health authority. These alternatives are available for the manager as per the current situation (Elwyn, et al. 2013). By using brainstorming tools such as cause-and-effect diagrams and Pareto chart the best alternative for this situation could be evaluated. From the cause-and-effective diagram, the manager identified the major causes of each alternative and the Pareto diagram helpin identifying the cause of the highest effect. After utilizing the tools, manager effectively choose the appropriate alternative for handling the current situation.

The fifth step of the decision-making process is an evaluation of the alternatives. The aforementioned alternatives should be critically evaluated in order to implement in the current situation. It is essential for the Manager of Australian Pharmaceutical Corporation to effectively analyse the consequences of implementing each alternative and then identify the most appropriate alternative. For evaluating the aforementioned alternatives, it is necessary to implement the potential principles and decision-making criteria. According to the current scenario, the most effective evaluation technique is decision-making criteria (Beach and Lipshitz, 2017). The decision-making criteria would help in attaining the most suitable decision easily.In decision-making criteria, the manager would be evaluating the alternatives with help of the certain criteria. During the analysis of alternative in decision-making criteria, various aspects and areas would be analysed for checking the effectiveness of alternative. In addition to this, the management department of Australian Pharmaceutical Corporation would be analysing the situation on various parameters for developing appropriate decisions.

The sixth step of the decision-making process is a selection of a best alternative. According to the current scenario, the best alternative for Manager of Australian Pharmaceutical Corporation is working as per the Australian Health Authority and wait for ten years till the vaccine does not get the recognition and consideration. This action would be legally correct for the organisation but it has an ethical affect on the organisation as they could help the West Africa people by providing the vaccine. Apart from the ethical issue, the alternative of working as per the Australian Health Authority is legally right for both the organisation and West African people because the outcome of a vaccine on the human is still unknown (Roca, et al. 2011). If the organisation provides the vaccine to the West African people then there would be a chance that the virus could be effectively handled and overcome the chances of death but if this didn't happen and the virus affect the people at large extent then it would be a great legal consequence for the Australian Pharmaceutical Corporation. The organisation would be facing legal charges from Australian Health Authority, World Health organisation, and also from other health organisations. This would result in a negative image of the organisation in industry and decline of their business growth. Hence, the Manager of Australian Pharmaceutical Corporation should not provide the vaccine to health worker of West Africa and work as per the guidelines of Australian Health Authority.

The seventh step of the decision-making process is an execution of the selected alternative. In this step, the Manager of Australian Pharmaceutical Corporation would be legally communicating with the health worker of West Africa and explaining to them that the vaccine is not available for human use till the Australian Health Authority not approves it (Salas, et al. 2010). The legal process would take ten years for getting consideration for the vaccine and it would be late for the West African peoples to fightthe virus. The number of death rate is increasing day by day in West Africa due to unavailability of vaccine.In addition to this, a manager has to consider the organisational objectives also before implementation of any strategies so that the organisation wouldn't be affected. For helping the West African people, management of Australian Pharmaceutical Corporation could communicate with other health authorities in order to fasten the process of testing the vaccine in order to help the West African people.Therefore, the organisation would be waiting as per the guidelines of Australian Health Authority and decline the request of West African health worker.

In the last step of decision-making process, the outcome of the situation would be evaluated. The manager has used his efficient decision-making skills along with the eight-step decision-making process (Popil, 2011). The decision which is taken by the Manager of Australian Pharmaceutical Corporation is that they would be waiting for ten years till the vaccine does not get the consideration from the Australian Health Authority (Evans, 2010). This decision of manager is ethically and legally corrects as it not harms the West African people and also not affect the organisation at any level. In addition to this, the management has considered the possibility of communicating with the Health Authority for fastening the process of giving consideration to the vaccine. The organisation wants to help the West African people but under the legal and proposed manner so that any negative situation could be avoided. The help to West African people would reach them with a delay but the management of Australian Pharmaceutical Corporation assures the health worker that they would try to fastened the process in order to provide them the vaccine.

It has been understood from the aforementioned report that it is the responsibility of a manager to effectively handle difficult situations with help of their skills and capabilities (Crane and Matten, 2016). The eight-step decision-making process is very effective technique for selecting and evaluating the most appropriate alternative for handling a situation. The tools and techniques which are implemented in the process should be chosen effectively and appropriately so that the most appropriate alternative should be selected. In addition to this, it is essential for the management in the decision-making process that the decision should be legally valid and the ethics should also be considered for their development (Fenton?O'Creevy, et al. 2011). Overall, the manager has to take decision on the basis of legal as well as ethical aspects.

Conclusion

It is depicted from the aforementioned report that the manager of an organisation should take a decision by considering the legal aspects. The decision-making skills should be very efficient for the manager to take decisions on such complex situation as doubtful decisions would affect the image of the organisation and result in negative outcomes. In addition to this, a manager should effectively utilise their managerial skills by using effective tools and techniques for evaluating the most appropriate decision. Further, it has been also evaluated from the report that the decision taken by the manager should be based on essential aspects. So that, the suitable decision could be developed and the situation could be handle.
