As the bid has been made below the cost estimated for the project it will affect the profitability of the Occidental Engineering, a large engineering firm. This decision to accept the contract less than the estimated costs will provide advantage to Occidental Engineering in the long run of its operation. It will provide a competitive advantage to Occidental Engineering and helps in dealing with the competition which exists in the market. With the change in the technology and increasing demand of the customers there is a sharp rise in the competition in the market due to entry of the new firms in the market that provides innovative services to the customers. And it will promote the business and the firm in the market which will results in attracting more customers by retaining the existing customers of the firm. The decision was taken by analysing the different factors including the financial position of the firm, quality of the services which need to be delivered the clients. This decision was taken after analysing the need to gain advantage over the others for achieving the objectives of the firm and gaining the sight of the clients and maintaining a standard for service in the market. Occidental Engineering has considered these aspects before biding for the project or the contract below the estimated cost of the project (Vleuten, et. al., 2013).

The project client in the given case is the Federal Aviation agency. A project for the purpose of building a prototype of the next generation air traffic control system has been bided by Occidental Engineering at the price below the estimated cost for the project. The potential consequences or impacts to the project clients due to accepting this aggressive bid are the involvement of the less than the required staff for the completion of the project and underfunding of the project which affects the final project and the execution process of the project. For the execution of the project proper funds are required so as to facilitate the arrangement of the funds required for performing the different process or steps in an effective manner. Due to the lack of proper funds and the understaff involved in the project execution it can affect the quality of the project and which may results in further issue due to the fault in the project. The limited availability of time for the completion of the project can affect the project quality as the need for completing the project in fast speed is generated. In the completion of the project there was an issue identified in the project. The issue was that when there are large numbers of aircrafts in the system, the system sometimes losses the track of one or more aircrafts and these aircrafts disappears from the screen. And there will be no trace of the aircraft in the system (Strouse & Nickerson, 2016).

Due to the acceptance of this aggressive bid the parties which suffer include the competitors in the market which placed bid for the project or contract coming under the Federal Aviation Agency of United States, the staff of the Occidental Engineering are also at risk or will suffer due to the acceptance of this aggressive bid and the reputation of Occidental Engineering is at risk and the client of the project is at risk or can suffer due to the quality of the project. The competitors will face a tough competition as the bid placed by Occidental Engineering was at a price lower than the estimated cost of the project by the firm. It has affected Occidental Engineering also as this aggressive bid will affects the financial condition of the firm as the bid was placed at a less price which results in underfunded and understaffed project which affects the quality of the project and the reputation of the Occidental Engineering is also at risk as the underfunded and understaffed project has resulted into an issue which affects the whole project or contract at large. The client also gets affected as the project faces an issue and the issue is that the system does not track few aircrafts when the aircrafts in the system are in huge number.  The employees or staffs executing the project also needs to work for more hours so as to meet the deadlines of the project and affects their performance (Wirth, et. al., 2013).

The project manager Deborah Shepherd is aware of the duties which need to be fulfilled by her. It is her duty to maintain the quality of the project assigned to her so as to ensure that the requirements or expectations of the project clients are met by the firm. Being a project manager in Occidental Engineering it is her responsibility to ensure that the project executed by the staff of the firms met with the set requirements so as to ensure the quality of the work. Before the delivery of the project before the 3 days of the due date of the project it is her responsibility to ensure that the project is being completed by the staff and is tested by the proper techniques so as to ensure that the project completed is effective and is without any error or issue in it. And in the given case where the issue has been identified there is a need to treat the issue or bug as soon as possible and the project must be tested again so as to ensure that the bug or the issue has been resolved. She needs to ensure that the staffs are performing their duties well and to check the progress of the program or project on regular intervals (Harris & Lyon, 2013).
